Herbert Tate, former president of the New Jersey Board of Public Utilities, has been hired by the Federal Energy Regulatory Commission (FERC), along with Joe Garcia, former chairman of the Florida Public Service Commission, to act as consultants to the Commission's administrative law judges. Tate will be advising on the formation of a Southeastern RTO, and Garcia will be involved in the formation of a Northeastern RTO.

Allegheny Energy Inc. recently announced several appointments. David G. Dougher has been named assistant controller. He joined Allegheny Energy in 1999. Peter J. Dailey was appointed vice president, corporate development. Dailey joined the company in 1991 as an attorney.

James J. Hoecker, immediate past chairman of the FERC, has been elected to serve as a director on the Allegheny Energy board of directors. Hoecker also has joined the Washington, D.C.-New York law firm of Swidler Berlin Shereff Friedman LLP as a partner in its energy group.

Nashville Electric Service project implementation manager Jim Purcell has been nominated for the 2001 Green Power Leadership Award, which is sponsored by the Center for Resource Solutions (CRS), the U.S. Department of Energy (DOE), and the U.S. Environmental Protection Agency (EPA). The award is given to recognize the actions of individuals and organizations that are significantly advancing the development of renewable electricity sources.
