New Opportunities: Northeast Utilities appointed Leon J. Olivier as executive vice president-chief operating officer, from executive vice president-Guzyoperations, to which he was appointed in 2007.

Calpine named Todd W. Filsinger interim chief operating officer, from his previous position as head of Calpine’s commercial operations.

PJM Interconnection promoted Andrew Ott to senior vice president-markets from his previous position as vice president-markets.

Pepco Holdings promoted four executives: Charles R. Dickerson now is vice president, customer care from v.p., strategic planning and chief risk officer (CRO); Kevin M. McGowan is vice president, strategic and financial planning from v.p., financial planning and budgeting; Michael W. Maxwell is vice president, asset management from v.p., safety and strategic services; and Mark W. Finfrock, currently director, risk management, will add CRO to his title.

PECO appointed Ron Bradley to the new position of vice president, support services and Eric Helt to the new position of vice president, electric operations-construction and maintenance. Bradley was chief security officer at PJM and Helt is a 20-year PECO veteran.
