Connecticut Ties Telecom Reform to Info Highway

The Connecticut Department of Public Utility Control (DPUC) has issued the first in a series of policy statements designed to guide reform of telecommunications regulation under a new state law calling for the promotion of an "information superhighway" in the state by adding more competition in the marketplace. The DPUC's statement of goals, "The Vision for Connecticut's Telecommunications Infrastructure," stresses the maintenance of system reliability and universal service while encouraging broader participation in the construction of an enhanced telecommunications infrastructure in the state. Over the next few months, the DPUC will conduct similar discovery dockets to address issues such as certification requirements, competition in the local exchange markets, service classifications, and lifeline rate programs. It also plans to review holding company affiliate issues as well as broader cost-of-service and ratemaking issues.
