Davis Proposes Transportation Bill

At the National Association of Regulatory Utility Commissioners' quarterly meeting in Reno, NV, Edward M. Davis, president of NAC Holding Inc. and former president of the American Nuclear Energy Council, praised regulators for recognizing the need for a centralized interim storage facility for spent nuclear fuel by 1998 as well as the need for development of a transportation infrastructure. He proposed a seven-point transportation bill for nuclear waste legislation in the 104th Congress:

s Fund a five-year fuel acceptance plan with yearly goals for metric tons accepted

s Develop a plant-specific plan

s Ensure availability of transportation systems

s Prepare the rail system

s Survey preferred and alternative transportation routes

s Conduct emergency response and preparedness training

s Develop a transportation tracking system.

Davis called on the Department of Energy to purchase an initial fleet of storable transport casks, He also urged a government lease/purchase or credit program for the casks to promote standardization, as well as a demonstration program at a decommissioning or "storage-challenged" plant. (em LB
