Ann R. Chamberlain will manage rates and regulations, and plan and procure gas supplies in her new v.p. position with Virginia Natural Gas, Inc. She steps up from assistant v.p.

Boston Pacific Co., Inc. has added John T. Chang to the company's international power project development practice. He comes from Iroquois Gas Transmission System. Jonathan d'E. Coony was promoted to consultant and will continue work on financial evaluation of power projects in Indonesia, Pakistan, and other countries. He will also develop PC-based models to forecast spot-market prices.

Kenneth Emery has been hired as v.p. of information technology and operations services for Consumers Power Co. He was senior v.p.-systems at Variable Annuity Life Insurance Co.

Westmoreland Coal Co. has hired Robert W. De Mott as corporate acquisitions and development director. Cheryl M. Sprague also has joined the company as human resources director.

C. Ronald Tilley, chairman and CEO of the five Columbia Gas Distribution companies, has retired. The company has restructured instead of replacing his position. Robert C. Skaggs, Jr. will take over from Richard J. Gordon as president and CEO of Columbia Gas of Ohio, Inc., and Columbia Gas of Kentucky, Inc. Thomas E. Harris, Commonwealth Gas Services president, and Gary J. Robinson, president of Columbia Gas Service of Pennsylvania and Columbia Gas of Maryland, were named CEOs of their companies.
