Metering and Service Termination. Pennsylvania proposes two new meter-testing formats for LDCs: 1) a statistical sampling method that categorizes meters based on technology, design, manufacture, model, and operating characteristics; and 2) a variable interval approach that ties the retirement rate for a meter category to level of accuracy. Mandates a 10-day advance warning of utility service termination to health-care facilities, to agencies that regulate such facilities, and to the PUC. Docket No. L-00960115, Mar. 28, 1996 (Pa.P.U.C.).

Allows PECO Energy Co. to offer prepayment meters to "payment-troubled" low-income customers on a voluntary basis. Docket Nos.

Local Service and Resale Rates. Washington denies rate increase to U S WEST Communications, Inc. Sets local service rate at $10.50. Directs LEC to resell local service to new competitors at the currently tariffed rate less the company's avoided cost. Docket No. UT-950200, Apr. 11, 1996 (Wash.U.T.C.).

LEC Discount Plan. Minnesota rejects a 15% LEC discount to business customers as well as a 25% discount to customers that sign a

5-year contract for the specialized service that permits businesses with multiple locations (such as pizzerias) to receive incoming calls for all locations at one number. Docket No. P-421/EM-95-1245, May 7, 1996 (Minn.P.U.C.).
