3) tighten rules on late payments, default payments and grace periods, 4) modify practice on refunding upfront payments between multiple rounds in multiple-round auctions, for those bidders who can no longer continue, or 5) allow investors to switch their support to second bidder and after the first bidder in which they have invested has withdrawn from the auction.
