Secretary of Energy Bill Richardson has selected Daniel M. Adamson as deputy assistant secretary for utility technologies, Office of Energy Efficiency and Renewable Energy. Adamson had served as special assistant, Office of the Secretary since 1994. Secretary Richardson has also filled the following senior level positions: David Goldwyn, counselor to the secretary; LeeAnn Inadomi, deputy chief of staff for administration and domestic policy; Rebecca Gaghen, deputy chief of staff for international policy; Calvin Humphrey, principal deputy assistant secretary, Office of Policy and International Affairs; Sarah Summerville, deputy director for small and disadvantaged business utilization, Office of Economic Impact and Diversity; Stu Nagurka, deputy director, Office of Public Affairs; and Isabell Watkins, senior adviser for scheduling and advance.
Karl Zobrist was chosen to serve as caretaker and interim president of the Midwest Independent System Operator. Zobrist is a partner in the law firm of Blackwell Sanders Peper Martin L.L.P. He previously held the position of chairman of the Missouri Public Service Commission. As caretaker, Zobrist will perform certain administrative and start-up functions, and oversee the election of the Midwest ISO's first board of directors.
AEP Energy Services Inc. appointed Thomas A. Barry vice president, energy marketing. Most recently, Barry held the position of director, wholesale electricity trading at Phibro Inc.
The American Gas Association named Richard D. Shelby to the newly created position of senior vice president, public affairs. Shelby will lead the lobbying and communications divisions of AGA. Shelby is a veteran political consultant specializing in grassroots campaign consulting and founder of Rick Shelby and Associates.
AmerenUE named Sheryl P. Moschner manager, customer relations. Moschner had been the assistant manager of customer relations since 1996.
John R. Biggar was appointed senior vice president and CFO of PP&L Resources Inc. Biggar also will serve as senior vice president and CFO for PP&L Inc., PP&L Resources' largest subsidiary. In addition, Lawrence E. De Simone, formerly senior vice president, energy services for Virginia Power Co., was named president of PP&L EnergyPlus Co. and PP&L Spectrum.
Gregory L. Wortham, previously the senior corporate counsel at the National Rural Electric Cooperative Association, has joined the Rochdale Cooperative, the nation's first metropolitan electric cooperative, as COO. Rochdale, organized by New York City co-op housing leaders, intends to be registered as an energy services company with the New York State Public Service Commission in time for the second phase of retail access in Consolidated Edison's service territory, which begins in April 1999.
Robert S. Lilien, vice president and general counsel, corporate and energy services, was promoted to the head of Diversified Operations. Lilien succeeds Richard C. Ranson, who has retired.
CMS Energy Corp.'s oil and gas exploration and production unit, CMG Oil & Gas Co., named Paul A. Doyle vice president of engineering. Doyle previously was drilling and production manager for IP Petroleum.
