The Natural Gas Supply Association promoted John H. Sharp and Philip M. Budzik. Sharp, the association's chief lobbyist and counsel since 1988, became vice president, federal and state government affairs, and counsel. Budzik, previously director of research and analysis, was named vice president, federal regulatory affairs and technical analysis.

Bob Wentland joined Coherence Technology Company Inc. as research geophysicist. Wentland also is the manager of product development for CoherentVision(. Wentland's career includes 16 years with Shell Oil Co. in various geophysical roles working on exploration and production projects.

Stephen J. Fabiani was named vice president, retail sales and marketing, of Select Energy Inc., a Northeast Utilities subsidiary that sells energy and energy products and services. Most recently, Fabiani served as vice president of supply and risk management for EnergyVison.

SEMCO ENERGY named Rudolfo D. Cifolelli senior vice president and chief information officer. Cifolelli founded the computer consulting firm, OACIS Inc., and served as its president for the past two years.

Trigen-Boston Energy Corp. promoted Keith S. Obillo to manager of vendor relations. Before his promotion, Obillo served as purchasing manager.

The board of Energen Corp. named Julie Spafford Ryland assistant vice president, investor relations. Ryland joined Energen subsidiary Alabama Gas Corp. in 1985 and, in 1991, was named manager, investor relations, for the holding company.

Ron Stepien, executive vice president, energy delivery, was made the new president of MidAmerican Energy Co., the electric and gas utility subsidiary of MidAmerican Energy Holdings Co. In addition, Jack Alexander was named senior vice president, energy delivery.

The California Power Exchange board of governors appointed John Yurkanin chief operating officer responsible for internal operations.

R.A. (Al) Rankin Jr. was named vice president of corporate communications for Columbia Energy Group. Rankin succeeds John H. Jennrich, who was named director of editorial services. Before joining Columbia, Rankin served as chief communications officer of Trigon, a regional managed care company.

The Interstate Natural Gas Association of America Foundation elected Steven L. Horton, a vice president of Duke Energy Corp., as its chairman for 1999. Horton succeeds outgoing INGAA Foundation chairman E. Stewart Shea, president of Bayou Pipe Coating Co.

The Electric Power Supply Association named Mark Stulz director of public affairs and marketing. Previously, Stulz was the director of electronic communications at the American Gas Association.

Georgia Public Service Commissioner Dave Baker resigned from his post. Baker returned to the private sector as vice president of legal and regulatory affairs for Mindspring Enterprises Inc., an Atlanta-based Internet service provider not regulated by the PSC.
