feel that it is not its duty to solve these problems, but it is surprising that we are not debating the FERC's prescriptions in some of these areas. It is even more surprising that we are not debating whether creating RTOs will lead to solutions, whether that is the best way to find solutions, or whether the FERC should find other ways to encourage cooperative efforts to solve these problems.
