Carmen Ana Cintron was named an administrative law judge at the Federal Energy Regulatory Commission. Cintron previously served as Hearing Office chief administrative law judge in the Office of Hearings and Appeals of the Social Security Administration in Chamblee, Ga.

Unicom Corp. appointed Elizabeth Anne "Betsy" Moler senior vice president for federal government affairs. Moler, an attorney in private practice in Washington, D.C., is a former FERC chair. Upon completion of Unicom's merger with PECO Energy, she will head the combined company's Washington office.

Nevada Gov. Kenny Guinn appointed Dr. Richard McIntire to the state's public utility commission. McIntire was the PUC's director of regulatory operations staff. He replaced Michael Pitlock, whose term expired.

Ron Chapman was appointed North America sales director for the Electric Power Research Institute. Prior to joining EPRI, he was director of national manufacturing, technology products, at PG&E Energy Services. EPRI promoted the previous director of sales, Mark Gabriel, to director of worldwide marketing and corporate communications. Keith E. Carns, director of EPRI's Community Environmental Center in St. Louis, Mo., was elected vice president of the American Academy of Environmental Engineers.

Oglethorpe Power Corp. named W. Clayton Robbins senior vice president of finance and administration. Previously, Robbins was senior vice president and general manager at Intellisource Business Services. He was senior vice president of support services at Oglethorpe Power before that.Patrick L. Bridges was named vice president and treasurer of TNP Enterprises Inc. and its subsidiary, Texas-New Mexico Power Co. Bridges previously was treasurer of both companies.

Chesapeake Utilities Corp. named Cynthia S. Small its communications manager. Previously, Small was executive director of the Sussex County Convention and Tourism Commission.

The Georgia Transmission Corp. named Barbara E. Hampton senior vice president and chief financial officer, and George W. Blomeley Jr. senior vice president of system performance. Previously, Hampton served as manager of corporate planning for Oglethorpe Power Corp. (OPC) and vice president of GTC. Blomeley was vice president of system maintenance at OPC.

Willard R. Holland retired as chairman of the board of FirstEnergy Corp after a 33- year career in the electric utility industry. He stepped down from his position as chief executive officer last April. Under Holland's leadership, Ohio Edison and the former Centerior Energy merged in 1997 to create FirstEnergy.

Andrew Varley, senior vice president for energy pricing and regulatory services at American Electric Power, retired Dec. 1. Varley joined AEP in 1988 after eight years with the Iowa State Utilities Board and 12 years in Iowa's House of Representatives.

CMS Energy Corp named Philip E. Lewis plant manager of its Grayling Generation Station. He succeeds Daniel E. Nally, who transferred to CMS Generation's headquarters in Dearborn. Lewis previously was operations and maintenance superintendent at the Grayling Plant. CMS also named Tamela "Tami" Pallas president of its energy marketing unit, CMS Marketing, Services and Trading. She previously was senior vice president of the wholesale marketing and trading group at Reliant Energy.
