Secretary of Energy Bill Richardson appointed three new members to the Secretary of Energy Advisory Board for two-year terms. J. Brian Atwood is the executive vice president of Citizens Energy Corp. and director of Citizens International. Daphne Kwok is the executive director of the Organization of Chinese Americans Inc. Burton Richter is the Paul Pigott Professor of Physical Sciences at Stanford University and director emeritus of the Stanford Linear Accelerator Center.

Commissioner Curt Hébert Jr. of the Federal Energy Regulatory Commission named Robert H. Solomon his new attorney-advisor. Solomon had worked in the office of Commissioner Vicky A. Bailey since February 1998 and in the Office of General Counsel for 10 years prior.

Andy Klein was appointed session counsel to the New York State Public Service Commission. Klein had served as PSC counsel since joining the commission in 1996.

William C. Phillips joined the Midwest Independent Transmission System Operator as vice president of operations. He most recently served as vice president of operations at the Southwest Power Pool.

Ken L. Harrison , chairman and CEO of Portland General Electric, will retire March 31 after 25 years with the company. PGE president Peggy Fowler will lead the company as president and CEO upon Harrison's departure.

Automated Power Exchange Inc. named Nord Pool president and CEO Per Hjorth managing director of APX's European businesses. Hjorth leaves Nord Pool ASA, the Nordic Power Exchange, after serving as its CEO for six years.

The Northwest Power Planning Council elected Frank L. (Larry) Cassidy Jr . its chairman for 2000, and Eric Bloch vice chairman for 2000. Cassidy was appointed to the council in 1998 to represent Washington, and Bloch was named to represent Oregon in 1998.

PSEG Global appointed Thomas R. Smith its executive vice president and COO. Smith had served as senior vice president of the company's Americas region since 1996.

Robert A. Luksa, former president and chairman of Philadelphia Suburban Water Co., died Jan. 14 at the age of 65. He had retired in 1997 after 42 years with the company, during which time he developed its drought contingency plan and conservation program.

Equitable Resources promoted David L. Porges , senior vice president and CFO, to executive vice president and CFO. Carl M. Rizzo , director of information systems at Equitable Utilities, was named CIO at Equitable Resources.

The board of FirstEnergy Corp. elected president and CEO H. Peter Burg to chairman and CEO. Executive vice president and general counsel Anthony J. Alexander was elected president and a member of the board. The board also elected vice president Arthur R. Garfield senior vice president, and associate general counsel Leila L. Vespoli vice president and general counsel. In addition, the company named Robert F. Saunders president of FirstEnergy Nuclear Operating Co. and chief nuclear officer.

Stan Horton , chairman and CEO of Enron Gas Pipeline Group, will chair the board of directors of the Gas Industry Standards Board in 2000. He succeeds James Templeton , principal of Comprehensive Energy Services, who remains a board member.
