Secretary of Energy Bill Richardson appointed three new members to the Secretary of Energy Advisory Board for two-year terms. J. Brian Atwood is the executive vice president of Citizens Energy Corp. and director of Citizens International. Daphne Kwok is the executive director of the Organization of Chinese Americans Inc. Burton Richter is the Paul Pigott Professor of Physical Sciences at Stanford University and director emeritus of the Stanford Linear Accelerator Center.

Commissioner Curt Hébert Jr. of the Federal Energy Regulatory Commission named Robert H. Solomon his new attorney-advisor. Solomon had worked in the office of Commissioner Vicky A. Bailey since February 1998 and in the Office of General Counsel for 10 years prior.

Andy Klein was appointed session counsel to the New York State Public Service Commission. Klein had served as PSC counsel since joining the commission in 1996.

William C. Phillips joined the Midwest Independent Transmission System Operator as vice president of operations. He most recently served as vice president of operations at the Southwest Power Pool.

Ken L. Harrison, chairman and CEO of Portland General Electric, will retire March 31 after 25 years with the company. PGE president Peggy Fowler will lead the company as president and CEO upon Harrison's departure.

Automated Power Exchange Inc. named Nord Pool president and CEO Per Hjorth managing director of APX's European businesses. Hjorth leaves Nord Pool ASA, the Nordic Power Exchange, after serving as its CEO for six years.
