David E. Meador was elected CFO for DTE Energy Co. Meador has served as both controller and treasurer since joining DTE in 1997. He was most recently controller of Chrysler Corp.'s Mopar auto parts division. Robert G. Harvey has been named general counsel for DTE. He will also be responsible for strategies related to regulatory affairs affecting distributed generation technologies. Harvey joined DTE in 1997.

USEC has named Dennis Spurgeon as executive vice president and COO. Spurgeon served as principal owner and CEO with Swift Group LLC, before he joined USEC. Earlier in his career, he held posts with the Ford administration and was a member of the White House task force that developed President Ford's nuclear policy.

Erle Nye , chairman and CEO of TXU Corp., has been elected chairman of the Edison Electric Institute (EEI). Erroll B. Davis, Jr. , chairman, president, and CEO of Alliant Energy Corp., was elected EEI's first vice chairman. AllenFranklin chairman, president, and CEO of Southern Co., was elected second vice chairman.

CMS Energy Corp. announced changes at its governmental affairs offices in Washington, D.C., and Lansing, Michigan offices. Norman J. Saari has been promoted to executive director of governmental and international affairs with the responsibility of managing the Washington, D.C. office. Saari succeeds DavidG. Mengebier , who became senior vice president of governmental and public affairs upon the retirement of John W. Clark . Saari had been executive director of state governmental affairs and headed the Lansing governmental affairs office. Jacalyn H. Hadden has been promoted to director of state governmental affairs, succeeding Saari in the Lansing office.

Jack Cashin has joined the Electric Power Supply Association (EPSA) as senior manager of policy. Cashin was a manager of energy supply policy at the Alliance of Energy Suppliers, a division of the Edison Electric Institute (EEI), and a senior financial analyst in the business services group of EEI.

El Paso Merchant Energy, a subsidiary of El Paso Corp., named Kevin S Crutchfield as the new president of Coastal Coal Co. Crutchfield most recently served as president of AMVEST Corp., and president and CEO of AMVEST Minerals Corp.

Larry S. Wilcutt , superintendent of the Russellville Electric Plant Board, was elected president of the Tennessee Valley Public Power Association board of directors. Wilcutt joined the Russellville Electric Plant Board in 1972 and was named superintendent in 1986.

The board of directors of NiSource Inc., has elected Dennis W. McFarland vice president and treasurer. McFarland replaced Francis P. Girot, Jr. , who retired in June after 21 years of service. McFarland was named vice president for finance and planning following the NiSource-Columbia Energy Group merger in November 2000. He began his career with Columbia Gas System in 1978.

Sebastian Coppola was named president and COO for SEMCO ENERGY VENTURES, the unregulated subsidiary of SEMCO ENERGY Inc., that owns intrastate gas transmission pipelines, underground gas storage, and other non-regulated assets in Michigan.
