David E. Meador was elected CFO for DTE Energy Co. Meador has served as both controller and treasurer since joining DTE in 1997. He was most recently controller of Chrysler Corp.'s Mopar auto parts division. Robert G. Harvey has been named general counsel for DTE. He will also be responsible for strategies related to regulatory affairs affecting distributed generation technologies. Harvey joined DTE in 1997.
USEC has named Dennis Spurgeon as executive vice president and COO. Spurgeon served as principal owner and CEO with Swift Group LLC, before he joined USEC. Earlier in his career, he held posts with the Ford administration and was a member of the White House task force that developed President Ford's nuclear policy.

Larry S. Wilcutt , superintendent of the Russellville Electric Plant Board, was elected president of the Tennessee Valley Public Power Association board of directors. Wilcutt joined the Russellville Electric Plant Board in 1972 and was named superintendent in 1986.
The board of directors of NiSource Inc., has elected Dennis W. McFarland vice president and treasurer. McFarland replaced Francis P. Girot, Jr. , who retired in June after 21 years of service.
