When MidAmerican Energy Holdings issued $850 million in bonds in February 2012 to finance construction of the massive 550-MW Topaz Solar photovoltaic (PV) farm, it raised more than a few eyebrows in the financial and renewable energy communities.

With recent scale-up in both photovoltaic and concentrated thermal facilities, solar energy is nearing cost parity with wind and even some fossil generation sources. And with development models evolving to help companies manage technology risks, solar power has become an attractive investment opportunity—not just for tax-equity players, but also for utilities.

Utility-scale projects suffer growing pains.

Anyone who’s been watching the solar power industry for more than a few years can’t help but be impressed by the recent explosion of large-scale projects. It seems akin to the rapid scale-up of wind in the late 1990s and early 2000s—when megawatt-scale turbines became standard-issue, and the definition of a “large” wind farm changed from a capacity of 20 MW to something more like 200 MW.

As Google says, “the wind cries for transmission.” But the opposite is true as well: without new wind and solar energy projects, we would not need to build so many new transmission lines. Each side needs the other, yet neither dares declare too soon, and risk weakening its bargaining position. That is, until one utility in California found a way to break the impasse, with each side scratching the other’s back — thus putting to rest the age-old question, “Which came first, the . . . ?”

PV vs. Solar Thermal

Distributed solar modules are gaining ground on concentrated solar thermal plants.

Photovoltaic technologies are beginning to appear more attractive than concentrated solar thermal plants. PV’s competitiveness is improving from technical and operational advancements, as well as significant commitments made by such utilities as Southern California Edison. In the long run, distributed central PV plants likely will gain a strong market position.

Unsurprising Apathy

To the Editor:

I would like to respond to some of the issues raised in March 1, 2003, "Gas Executives' Forum." While it is admirable that executives featured in this issue, such as Bruce C. Klink, Dominion East Ohio's vice-president of regulation and pricing, and Isaac Blythers, president of Atlanta Gas Light Co., have begun making strides and meeting many of the obstacles of gas deregulation, the reality is that the success of gas choice programs continues to be mixed.

Christopher M. Coburn and Charles William Burton were confirmed by the U.S. Senate as directors of the U.S. Enrichment Corp. Both will serve five-year terms. Coburn is v.p. of the Technology Partnership Practice for Battelle Memorial Institute. Burton, an attorney, is of counsel to Jones, Day, Reavis & Pogue.
