Virginia's State Corporation Commission (SCC) named Howard M. Spinner as director of its Division of Economics and Finance, replacing Richard J. Williams. Williams is retiring after 22 years with the commission. Spinner has been with the SCC since 1998.

The Western Electricity Coordinating Council board of directors elected Jack L. King as its chair and Ronald D. Nunnally and Tim Newton as vice chairs.

The Association of Edison Illuminating Cos. (AEIC) elected new officers. Thomas Shockley III, vice chairman and chief operating officer of American Electric Power, was elected president of AEIC. Elected as first vice president was Peter Burg, chairman and CEO of FirstEnergy. Richard Grigg, president and COO of We Energies, was elected second vice president.

Now that customer choice has become available in a few spots on the East and West coasts, can we expect some of the same opportunities to open up for gas consumers? Or are the industries incomparable, without lessons to learn from each other?

The American Gas Association elected its board of directors for 1997-98. David W. Biegler, president and COO of Texas Utilities Co., was elected chairman. Richard E. Terry, chairman and CEO of Peoples Energy Corp., was elected first vice chairman and Gary L. Neale, chairman, president and CEO of Northern Indiana Public Service Co., was chosen second vice chairman.

Beth Emery was appointed vice president and general counsel to the California Independent System Operator executive management team. Emery was previously a partner in the law firm of Sutherland, Asbil & Brennan.

Peter R. Thomas was hired from Sprint as v.p. of American Electric Power's new communications subsidiary, AEP Communications, Inc.

Central Illinois Light Co. hired Todd Severson as human resources v.p. He comes from Remco, a subsidiary of Thorn Americas.

Scott A. Neitzel, a member of the Wisconsin Public Service Commission since January 1992, has resigned. Neitzel chaired the PSC's electric utility industry restructuring committee.

Ohio Edison Co.'s board of directors elected chairman and CEO Willard R. Holland as its chairman.
