Melanie A. Kenderline was appointed deputy assistant secretary for House liaison in the office of congressional, public, and intergovernmental affairs.

State utility commissioners have gone on record asking Congress to "call them first" before it legislatively restructures the electric industry.

That resolution prompted some of the liveliest debate at the National Association of Regulatory Utility Commissioners' (NARUC) Winter Committee meetings. About 1,000 people attended the 10-day event in Washington, DC, February 21 to March 1.

Peter C. Nelson was named president and CEO of California Water Service Co. Nelson also will be a director. He comes from Pacific Gas & Electric Co., where he was v.p.-division operations. He replaces the retiring Donald L. Houck.

Jack Lucido of ANR Pipeline Co. was elected to the American Gas Association's pipeline research committee, succeeding Gary Walker of Pacific Transmission Co.

The Electric Power Research Institute hired Karl G. Van Orsdol as senior manager, international relations.

Anyone on the East Coast can tell you a good snow story this winter. Like when I looked out my front window one morning and saw a four-wheel-drive utility vehicle get stuck in the middle of my street in downtown Washington. After spinning his wheels for a while, the driver got out and began walking toward Connecticut Avenue, a main DC thoroughfare.

The driver soon returned, carrying a fresh, steaming cafe latte from Starbucks in each gloved hand. He opened the door, climbed in, and gave one cup to his passenger.

The electric utility industry is undergoing its most profound change since Thomas Edison and George Westinghouse battled over whether the American power system should be AC or DC. In essence, that technological choice shaped the industry we know today. Edison's low-voltage, DC system would have required many small generating stations and short distribution lines. The high-voltage Westinghouse AC system promoted development

of long-distance transmission networks that deliver electricity efficiently from large, remote power plants.

The board of directors of Yankee Energy System, Inc. has elected Ellen J. Quinn v.p., corporate and environmental planning, and Sarah K. Sanders treasurer for the company. Before joining Yankee Energy, Quinn worked as a scientist at Northeast Utilities, and at the Nuclear Regulatory Commission. Sanders also came from Northeast Utilities, where she worked as an analyst.
