The electric utility industry offers up a wealth of ideas on how the Federal Energy Regulatory Commission might reform its policy, adopted under FERC Order 679 in 2006, of granting financial incentives for investments in transmission line projects that ensure reliability or mitigate line congestion so as to reduce the cost of delivered power. Regulators across the country are relying on conservation-potential assessments to guide their policy decisions. Models based on macroeconomic analysis, end-use forecasting and accounting measurements provide different ways to assess the achievability of conservation and efficiency goals.

FERC is offering incentive rates to entice transmission investment. But the authors identify serious flaws in emerging policy regarding return on equity (ROE) incentive adders. Determining whether and when ROE adders are appropriate requires a more deliberative approach.

The new administration might be our last, best hope for recapturing America’s technological and economic superiority. The time has come to institute an “Apollo Project” level of effort to convert to a carbon-free energy infrastructure while tossing aside the business-as-usual model. The future lies in nuclear power.

To turn efficiency investments into a growing revenue source, strong programs, in conjunction with effective monitoring and verification, are the keys to success.
