President Bush named Dr. Nils J. Diaz chairman of the Nuclear Regulatory Commission (NRC), succeeding Richard A. Meserve. Diaz's current NRC term expires in 2006. Diaz also is professor-emeritus of Nuclear Engineering Sciences at the University of Florida.
Pantellos named Jim Neikirk president and CEO. Neikirk spent five years at Entergy Corp. as vice president and chief procurement officer.

The Senate Energy and Natural Resources Committee, by an 18-2 vote, approved Joseph T. Kelliher's nomination to the Federal Energy Regulatory Commission. Kelliher's approval follows his second nomination by President Bush. Bush also nominated New Mexico attorney Suedeen G. Kelly to fill the remainder of a five-year term expiring June 30, 2004.

The North American Electric Reliability Council (NERC) promoted Dave Nevius to senior vice president; David Cook to vice president and general counsel; and Don Benjamin to vice president. Nevius has been a vice president at NERC since 1986; Cook has been NERC's general counsel since 1999; and Benjamin has been director of operations since 1985.
Ameren Corp. named Martin J. Lyons vice president. Lyons has been the company's controller since joining Ameren in October 2001.

When the topic of U.S. energy security comes up, OPEC typically springs to mind. Sure enough, following the Sept. 11 attacks on the World Trade Center and Pentagon, politicians and energy executives quickly rallied before the public for less reliance on oil supply from OPEC member nations, and for bolstering domestic energy production.

NOX EMISSIONS. Generating heavy criticism from industry, on September 24 the Environmental Protection Agency released its long-awaited final rules on nitrogen oxide emissions, outlining a plan to reduce NOx by 28 percent by year 2007 in some 22 states and the District of Columbia, with state implementation plans due by September 1999 and controls in place by 2003, to be carried out through a "cap and trade" program to buy and sell NOx emissions credits.

SUMMER IN WISCONSIN. Responding to concerns about the electric shortages of the summer of 1997 and fears that they could happen again, Wisconsin PSC Commissioner Joseph P. Mettner has indicated that the state's energy supply outlook for the summer of 1998 appears much better in eastern Wisconsin than it did one year ago.
Mettner noted that Wisconsin's electric supply system is operating with expected reserve margins of 19.2 percent. But he cautioned that electric power flows do not respect borders.

A recent Nuclear Energy Institute (NEI) report, Sharpening the Competitive Edge, finds that, by focusing on improved economic performance and undertaking a range of individual and industry initiatives, utilities reduced nuclear plant operating and maintenance (O&M) expenses by 8 percent between 1994 and 1995.
