UNISOURCE Energy Corp. elected Larry W. Bickle and Harold W. Burlingame to its board of directors. Bickle is the former chairman and CEO of TPC Corp. and cofounder and managing director of Haddington Ventures LLC. Burlingame is executive vice president of human resources at AT&T and a director of the Work in America Institute.

John Devine, vice president of Duke Engineering & Services, was elected president of the National Hydropower Association. Devine has served as a director of the National Hydropower Association since 1993.

James E. "Jim" Moylan Jr., senior vice president and chief financial officer for Sonat Inc., was named chairman of the board of the Southern Gas Association.

Philadelphia Suburban Water Co. appointed William C. Ross senior manager of planning and engineering. Ross will manage the company's engineering and new business departments. Most recently, Ross served as vice president and project director for Roy F. Weston Inc.

CellNet Data Systems Inc. elected Ben H. Lyon as vice president and general counsel. Lyon succeeds David L. Perry as general counsel. Perry will continue to serve as vice president, chief administrative officer and secretary. Most recently, Lyon was senior counsel for Pacific Bell Mobile Services.

Jolynn Barry Butler, president of the National Association of Regulatory Utility Commisisoners, appointed South Dakota Public Utility Commission Chair Jim Burg to the NARUC Electricity Committee.

New Energy Ventures named David W. Hardee to the newly created position of senior vice president and CFO. Hardee is the general partner of Hardee Capital Partners, an investment partnership.
