Words to this effect are likely to grace vetoes of retail wheeling legislation by governors and maybe the President of the United States for the foreseeable future.

New Gas Storage Service Lets Customers Hedge

Southern California Gas Co. (SoCalGas) has unveiled a "transaction-based" storage program that allows customers to arrange one storage transaction at a time and to negotiate storage fees.The program was approved by the California Public Utilities Commission in November. Previously, most storage customers had to choose between basic, long-term, or auction services, which required differing storage commitments that ranged from a few months to 15 years.

William T. O'Connor, Jr. has been hired as nuclear assessment manager at Detroit Edison's Fermi 2 nuclear power plant. He comes from Toledo Edison's Davis-Besse nuclear plant, where he was regulatory affairs manager.

Daniel Bollom, WPS Resources Corp. CEO, has been promoted to chairman of the board. Larry Weyers, senior v.p.-power supply and engineering, was promoted to president and COO of both WPSR and Wisconsin Public Service Corp., one of WPSR's holdings.

Susan F. Tierney, former assistant secretary for policy at the U.S. Department of Energy, has joined The Economics Resource Group, Inc. as a managing consultant.

UGI Corp. has hired William D. Katz as v.p.-corporate development. He succeeds R. Paul Grady, now v.p.-sales/

operations of UGI's AmeriGas Propane subsidiary.

Stephen D. Chesebro', Tenneco Energy's CEO, was promoted to chairman. Edward J. Casey, Jr. joins the company as president and COO.

As we move toward open energy markets, new players will be competing to offer consumers many of the services utilities offer today. It will no longer be enough to just meet our obligation to serve. We will also need to provide the products and services that customers value, at a level superior to that of the competition, while enhancing value to shareholders.

Transwestern Settlement Shares Risk

The Federal Energy Regulatory Commission (FERC) has approved a settlement involving Transwestern Pipeline Co. (TP) that puts both the pipeline and its customers at risk for relinquished pipeline capacity, and ties future rate increase to inflation. The settlement puts TP and its customers at risk for the 457 million cubic feet per day (Mmcf/day) of capacity that Southern California Gas Co. (SCG) will give up starting November 1, 1996. Firm customers will provide a short-term subsidy through a cost-sharing formula for the first five years.

NGVs -- Are Ratepayer Subsidies Appropriate?

According to the Natural Gas Vehicle Coalition (em a national organization of local natural gas distributors, pipelines, and equipment manufacturers promoting natural gas vehicles (NGVs) (em the U.S. government supports our country's continued reliance on petroleum-based fuels for transportation through billions in subsidies and tax incentives.

Perspective

Time was that operating changes drove communications changes, and employee acceptance was a given. The changes now permeating the utility industry, however, require us to think, and operate, differently. Operating and communications changes need to unfold simultaneously. If communications is constantly playing catch up to changing operations, employees begin to lose motivation and effectiveness. Eventually, customers notice and begin to complain.

People

Larry Hobart, executive director of the American Public Power Association, plans to retire on July 1, ending a 35-year career with public power. Hobart became executive director in 1986, and previously served in several management positions. Hobart also serves as v.p. and board member of the Consumer Federation of America.

Pacific Enterprises, parent of Southern California Gas Co., has restructured the company, to include a new Office of the Chairman. The new office will be headed jointly by Willis B.
