Electric Restructuring. North Dakota opens investigation on electric utility restructuring, asking how direct access might affect state utility customers, given the relatively small number of large commercial users. Case No. PU-439-96-54, Feb. 20, 1996 (N.D.P.S.C.).

Gas Storage Costs. California reaffirms prior decision to eliminate "revenue protection" for unbundled noncore gas transportation by Southern California Gas Co., but retains protection for noncore storage (75 percent of costs guaranteed), finding no anticompetitive effect. Gas Marketing Affiliates. New Jersey sets standards on how gas LDCs conduct business with marketing affiliates, to prevent self-dealing, reflecting similar guidelines for interstate pipelines in FERC Order No. 497. Docket Nos. GM# 30-95 et al., Jan. 5, 1996 (N.J.B.P.U.).

Classrooms Online. Maine OK's plan for New England Telephone & Telegraph Co. (dba NYNEX) to offer basic package of telecommunications access services at discount to public schools and libraries, with five-year funding at $4 million per year, plus computers and connection equipment where needed. Scofflaw Ratepayers. New York ends pilot program by which electric and gas utilities collected and shared data on customers departing the service territory with a balance due. The program had failed to help debt collection. Case 91-M-0744, Dec. 27, 1995 (N.Y.P.S.C.). t
