Commissioner Judy Walsh, of the Public Utility Commission of Texas, resigned in January. She will remain at the PUC until a successor is named by the governor and confirmed by the state senate. A 1995 appointee of former Gov. Bush, Walsh has been chosen to serve on the Bush administration's Energy Transition Advisory Team.

The Electric Power Supply Association has hired Erin Perrigo as a manager of policy. Prior to joining EPSA, Perrigo was a senior regulatory analyst at the Edison Electric Institute. EPSA also promoted Laurie Martin to director, meetings and membership. Shannon Gordon was promoted to director, finance and administration.

Lila A. Jaber in January began a new term as commissioner with the Florida Public Service Commission. Jaber was appointed last February to complete the term of outgoing commissioner Julia Johnson, and now will serve a full four-year term, ending in January 2005. In addition, E. Leon Jacobs Jr. has been appointed chairman of the PSC, succeeding J. Terry Deason.
