New Positions:

The Allegheny Energy Inc. board of directors named Florida Power & Light Co. President Paul Evanson its new chairman, replacing the retiring Alan J. Noia. Allegheny's interim president, Jay Pifer, assumed the duties of COO at Allegheny. Evanson had been with Florida Power and Light since 1992. He will be replaced temporarily by Lew Hay, chairman and CEO of FPL Group, until a permanent replacement is found.

Senate Energy Committee Chairman Pete Domenici named Judy Pensaben chief counsel, replacing the retiring James Beirne. Pensabene worked as vice president of Federal Affairs and as Washington counsel for Constellation Energy Group from 1995 to 2002.

MDU Resources named Cindy Redding vice president of human resources. She previously served as director of human resources for the corporation.

PJM Interconnection filled its newly created post of vice president and chief technology officer, naming Alain Steven to that role. Steven spent 12 years as president and CEO of ALSTOM ESCA Corp. prior to joining PJM.

The North American Reliability Council (NERC) said Richard C. Byrne is its new manager of certification programs. Byrne spent 30 years with Commonwealth Edison in Chicago, and he also is a past chair of NERC's Examination Working Group.

Helen R. Bosley, CFA, and Thomas A. Bracken have been elected to the South Jersey Energy board of directors. Bosley is president and co-founder of Corporate Financial Management Inc. in Pennsylvania, and Bracken is president and CEO of Sun National Bancorp Inc. in New Jersey.
