PUF’s Steve Mitnick: Deborah, what do you do on a typical day?

Deborah Flannagan: A typical day changes depending upon which cases we have before us, the time of year, and the economy. What I did during the 2009-2012 period is a lot different than what I did in 2016 and 2017, and what I am doing in 2018.

PUF: Has the Commission changed since then?

Deborah Flannagan: Yes. I’ve been here twenty-two years and we must constantly respond and evolve depending on what’s happening. As the companies change, and as the technology that they use changes, it may require new rules or new legislation.

Whether you’re implementing a new bill at the state level or at the federal level, issues are quite different as the situation is evolving.
