COVID-19 has challenged our energy leadership and this session explored how thought leaders looked to the past to help move forward in this crisis. Economic regulatory resilience was a large part of the discussion.

The panel at NARUC's Summer Policy Summit on July 22, 2020 was moderated by Commissioner Diane Burman of the New York Public Service Commission. On the panel were John Hudson, CEO, Nicor Gas, Ken Moelis, CEO, Moelis & Company, and Kimberly O'Guinn, Chair, NARUC Presidential Task Force on Emergency Preparedness, Recovery and Resiliency and Commissioner, Arkansas Public Service Commission.

New York Public Service Commission, Commissioner Diane Burman: We as economic regulatory leaders have been dealing like so many others with how to get through the COVID-19 experience. How do we help lead and move forward? We have to care about the core issues of resiliency of the energy grid, as well as economic recovery.

We need to look at balancing ratepayer impacts, and utility cost of money during a time when both are under stress. We need to keep rates as low as possible without impacting financial health and economic contributions of the utilities. Sustaining the financial health of the energy world is important.
