An executive order issued May 1, 2020 found foreign supplies of equipment used on the bulk-power system an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States. Mounting evidence finds the electric grid is targeted by foreign adversaries looking to inflict catastrophic harm. Aimed at mitigating weaknesses in supply chains, the order limits the use of foreign-sourced equipment and calls for the creation of vendor qualification criteria.

Moderated by Gladys Brown Dutrieuille, Chair of the Pennsylvania Public Utilities Commission, this panel at NARUC's Summer Policy Summit on July 21, 2020 discussed the impact and implications of supply chain security for the bulk power sector and highlighted potential downstream effects on the distribution grid. On the panel were Nick Andersen, Deputy Assistant Secretary for Infrastructure Security and Energy Restoration, U.S. Department of Energy, Manny Cancel, Senior VP NERC and CEO, E-ISAC, and Michael Kormos, Senior Vice President of Transmission and Compliance, Exelon Utilities.
