At CAMPUT 2023 this panel on New Game New Rules examined how regulators can make decarbonization a central tenet of their decision making, if it isn't explicitly part of their mandate. They debated the changing role of the regulator, in an informative session with British Columbia Utilities Commission Chair David Morton, Resilient CEO Lisa DeMarco, Toronto Hydro CEO Anthony Haines, moderator and Canada Energy Regulator Commissioner Trena Grimoldby.
 

Moderator and Canada Energy Regulator Commissioner Trena Grimoldby: We will explore topics on how regulators can, or whether they should, make decarbonization a key focus of their work, even when it's not explicitly part of their mandate. We will address how regulators might approach new risks associated with the energy transition, and ways to overcome barriers and outdated ways of thinking.

Toronto Hydro CEO Anthony Haines: This is a question of climate change. We all have to measure this by temperature. The scientists tell us one-and-a-half degrees is a major tipping point that we must not get to. We are on track to get well past one-and-a-half degrees.
