The efficient build out of critical infrastructure is key to meeting urgent demands of a growing economy, achieving security, and bolstering resilience. This session at the 2026 NARUC Winter Policy Summit explored systemic barriers within U.S. infrastructure permitting processes, which can lead to multi-year delays, increased costs, and stalled projects. It explored finding the sweet spot, where infrastructure is permitted in a timely fashion, without compromising environmental, community, and due process safeguards.

On the panel called, Navigating the Slalom: Can the USA Improve Its Permitting Timelines? were moderator, NARUC First VP and Virginia Commissioner Jehmal Hudson, Ameren VP Transmission Engineering and Construction Jackie Becker, Oklahoma Chair Kim David, Wireless Infrastructure Assn. Chief Strategy Officer Mike Saperstein, Berkshire Hathaway Energy VP Pipeline Commercial Services Brian Wilson, and Nuclear Energy Institute CEO Maria Korsnick.

 

Moderator and NARUC First VP Jehmal Hudson: The title of this discussion is Navigating the Slalom in honor of the Winter Olympics. I do think there's some truth to that title because when it comes to permitting, it's not a straight line. It does behave like a slalom.
