The American Public Power Association is well known as the voice of not-for-profit, community-owned utilities that power approximately 2,000 towns and cities nationwide. They encompass utility leaders and mayors, city council members, utility commissioners, and the businesses and people in each public power community across the U.S.

Perhaps not well known to those outside of the public power sphere is APPA’s Policy Makers Council (PMC), which meets twice a year in Washington, D.C. It meets once in February at the APPA Legislative Rally and again in July for a PMC-only meeting, this year from July 14-15. PMC members participate in meetings with elected representatives and congressional staff to advocate for APPA’s legislative and regulatory priorities.

The PMC has 45 members, who are governing officials from public power utilities across the country, representing ten regions, including the U.S. territories; they carry messages on what is important in their communities to the U.S. Senate and House of Representatives. Their advocacy is a key aspect of APPA grassroots efforts.

PUF Editor-In-Chief Lori Burkhart sat down with Sioux Center, Iowa, city council member Eric Moerman, who will be taking the gavel as Chair of the PMC this month, and discussed APPA advocacy priorities.
