Energy efficiency has long been a cornerstone of New York’s energy policy. For decades, the New York State Public Service Commission (NYSPSC) has prioritized energy efficiency as the most cost-effective, climate-aligned way to reduce energy consumption, cut customer costs, and avoid the need for new infrastructure.

As we advance toward the ambitious targets of the state’s clean energy plan, energy efficiency and beneficial electrification have become even more essential tools in achieving our climate targets while preserving affordability.
In May 2025, the NYSPSC took a critical step forward by authorizing over five billion dollars to support New York’s energy efficiency and building electrification programs through 2030 for both the low- to moderate-income (LMI) and non-LMI utility customers. Through this action, we aim to regulate with purpose, meeting the requirements of our mandate while making a meaningful, direct impact in the lives of those who need it most.
We aim to do so not just through subsidies, but through structural changes that drive long-term solutions. These are solutions through actions to strengthen our efforts to improve affordability, reduce ratepayer energy burdens, and lower emissions for all New Yorkers.
