AEP Consolidates Nuclear Employees

American Electric Power Co. (AEP) plans to consolidate its Columbus, OH, nuclear generation management and support staff with the nuclear staff at its Donald C. Cook plant in Bridgman, MI. The relocation, scheduled for summer 1996, affects about 250 employees. About 50 positions

will be cut. Total employees in the AEP nuclear

organization will be reduced from about 1,300 to about 1,180, a 9.2-percent cut.

Unfortunately, a few questions later, we discovered that he did not live in our service area, his bill was higher than he thought, and he wasn't particularly pleased after all.

QF Wins W.Va. PURPA Complaint

The West Virginia Public Service Commission (PSC) has issued a series of legal rulings favoring Energy America, Inc., developer of a qualifying cogeneration facility (QF), in a complaint proceeding to enforce Wheeling Power Co.'s power-purchase obligation under the Public Utility Regulatory Policies Act of 1978 (PURPA). The PSC ruled that Wheeling should be viewed as a stand-alone company, not a part of the American Electric Power (AEP) system as alleged by the utility.

FERC Asks AEP to Justify Rate Differential

The Federal Energy Regulatory Commission (FERC) has agreed to set a hearing on the reasonableness of American Electric Power Co.'s (AEP) nonfirm, offpeak hourly rate for electric transmission service (Docket No. EL95-4-000).Commonwealth Edison Co. (CE) has alleged that Indiana Michigan Power Co., an AEP operating company, overcharges for hourly, nonfirm transmission services provided during offpeak hours.

On December 12, 1994, Craven Crowell, chairman of the board of the Tennessee Valley Authority (TVA), issued two well-publicized announcements. First, TVA would not finish three of the nuclear units it has had under construction since the 1970s, unless it could find partners willing to share their construction costs (a prospect he subsequently characterized as "very slim,").1 Second, TVA planned to set an internal cap on its total debt at a level $2 to $3 billion below the $30-billion limit imposed by the Congress.
