Public Service Electric & Gas Co. has asked the New Jersey Board of Public Utilities to impose mandatory environmental disclosure requirements on all power providers who wish to compete in the state's market.

Specifically, the utility wants an environmental consumer protection standard requiring all sellers planning to compete in New Jersey periodically to disclose their system-wide emission rates or that of the source from which power is produced.

The New Jersey Board of Public Utilities has rejected a request by a trade group representing heating, cooling, and appliance repair and installation vendors to direct Public Service Electric and Gas Co.

Public Service Electric and Gas Co. (PSE&G) has asked the New Jersey BPU to approve a pilot program, SelectGas, that would allow residential natural gas customers in four municipalities to purchase gas from suppliers other than PSE&G. The pilot would run until June 1, 1998. PSE&G's commercial and industrial customers have had choice since December 1994; over 8,000 now participate.

The new service would not require an alternate fuel capability or additional metering, and includes provisions for emergency sales service and offpeak service.

A recent ruling by the New Jersey Board of Public Utilities (BPU) has directed Public Service Electric and Gas Co., to show that customers will be better off under the company's newly proposed program for alternative regulation (the "New Jersey Partners in Power Plan"), than under traditional regulation.

Nevertheless, the BPU declined to set a rate base or rate of return to establish a starting point for rates under the new proposed plan.

A struggle is underway for ownership of the utility business. Not a fight between companies, but a struggle within each company for the future of the utility.

The battle pits two groups against each other. One side consists of the operational professionals, such as the engineers who build and maintain the power grid. The other side includes an emerging group of marketing and communications professionals.

In the past, the engineers "owned" the company.

The New Jersey Board of Public Utilities (BPU) has approved a plan by Public Service Electric and Gas Co., a combined electric and gas utility, to reduce charges for commercial and industrial (C/I) gas sales customers to temper "dramatic" gas cost increases linked both to price moves in December at the New York Mercantile Exchange (NYMEX), and a recent switch from an annual levelized adjustment clause mechanism to an indexed monthly adjustment.

According to the BPU, the utility's C/I gas customers would see a 20-percent rate increase for January 1996.

The New Jersey Board of Public Utilities (BPU) has approved a two-year capacity-release program for Public Service Electric and Gas Co. (PSE&G), a natural gas local distribution company (LDC), as part of an ongoing effort to unbundle gas services. Other LDCs in the state have already incorporated capacity-release programs, but PSE&G argued that it was without surplus year-round pipeline capacity. The LDC said gas marketers should obtain their own capacity at lower rates through either long-term contracts with the pipelines or through capacity release from other parties.

The Nuclear Regulatory Commission has imposed a $600,000 civil penalty on Public Service Electric and Gas Co. (PSE&G) for six violations at the Salem Nuclear Generating Station. PSE&G, which owns and operates 42.59 percent of the plant, responded by shutting Salem down temporarily.

"We take no issue with the concerns raised by the NRC," says Leon R. Eliason, PSE&G chief nuclear officer and president of its nuclear business.

Dan W. Reicher was named acting assistant secretary for policy at the U.S. Department of Energy. Reicher has served as deputy chief of staff and counselor to Secretary of Energy Hazel R. O'Leary since 1993 and was a member of the Clinton-Gore transition team. Reicher replaces Jack Riggs, who left to take a senior position at the Aspen Institute.PECO Energy Co. selected William H.
