Julia Hamm : The regulatory body has only been in place for a couple of years, so there isn’t decades of built-up thought about this is how we do things. Therefore, a change is really hard. Puerto Rico, unfortunate, but also an amazing example of the opportunity to start fresh and think about what could be possible.
