Darwin Subart was named assistant vice president, business development, of Williston Basin Interstate Pipeline Co., a subsidiary of MDU Resources Group Inc. Subart has served as the company's business development director since 1994.

Curt L. Meyer joined Peregrine Communications, a fiber-optic network provider, as a regional account manager. Most recently Meyer worked for Strom Engineering.

CMS Energy Corp. elected Kenneth L. Way to its board of directors. Way is chairman and CEO of Lear Corp. Way's election brings membership of the board to 11 directors.

Robert P. Powers was named senior vice president of nuclear generation for American Electric Power. Previously, Powers was vice president and plant manager of the Diablo Canyon nuclear generating station for Pacific Gas & Electric Co. Powers replaces Eugene E. Fitzpatrick, who retired May 1.

The National Council on Competition and the Electric Industry announced the appointment of California Energy Commission Chairman William J. Keese to its steering committee. Keese will represent the National Association of State Energy Officers.

The Federal Energy Regulatory Commission announced the startup of three new offices. The offices are: Office of Strategy and Organizational Management, which will be run by Charles S. Whitmore, acting director; Office of Finance, Accounting and Operations, run by Thomas R. Herlihy, director; and FERC First! Project Office, run by Christie McGue, director and reengineering advisor to the chairman.
