Carmen Ana Cintron was named an administrative law judge at the Federal Energy Regulatory Commission. Cintron previously served as Hearing Office chief administrative law judge in the Office of Hearings and Appeals of the Social Security Administration in Chamblee, Ga.

Unicom Corp. appointed Elizabeth Anne "Betsy" Moler senior vice president for federal government affairs. Moler, an attorney in private practice in Washington, D.C., is a former FERC chair. Upon completion of Unicom's merger with PECO Energy, she will head the combined company's Washington office.

Nevada Gov. Kenny Guinn appointed Dr. Richard McIntire to the state's public utility commission. McIntire was the PUC's director of regulatory operations staff. He replaced Michael Pitlock, whose term expired.

Ron Chapman was appointed North America sales director for the Electric Power Research Institute. Prior to joining EPRI, he was director of national manufacturing, technology products, at PG&E Energy Services. EPRI promoted the previous director of sales, Mark Gabriel, to director of worldwide marketing and corporate communications. Keith E. Carns, director of EPRI's Community Environmental Center in St. Louis, Mo., was elected vice president of the American Academy of Environmental Engineers.
