Achieving a net-zero economy while serving customers affordably and reliably will require massive investments in new technologies and resources, while also maximizing and maintaining the value of existing infrastructure. With policy timelines ticking and regulations looming, utilities and state regulators are making choices with long-term impacts. This panel featured a discussion among leaders of the electric, gas, and nuclear industries.

Led by NARUC Second VP and Washington Commissioner Ann Rendahl, the Pathways to Decarbonization Panel at at NARUC’s Winter Summit featured Tennessee Valley Authority CEO and NEI Chair Jeffrey Lyash, DTE Energy CEO and AGA Chair Jerry Norcia, and Edison International CEO and EEI Chair Pedro Pizarro. NARUC Second VP and Moderator Ann Rendahl: For the last twenty years or so, demand has been flat for electricity, but now demand is growing significantly. At the same time, supply chain issues driven first by the global pandemic, and then by international tensions, have increased costs and delayed service dates of plants.

Technology is changing rapidly, but the workforce is also aging, and there's a great need for a highly skilled workforce. Obtaining land use and building permits for energy facilities remains a multi-year process, with multiple state and federal agencies involved.
