But it seems your computer (pc) has already done some browsing of its own. Since it's connected to your energy management system, your pc has already looked up the weather forecast and has logged on to the hotel's main computer to find out what rooms will be used.

Richard D. Spencer, lately of General Electric Corp., has been hired by Equitable Resources, Inc. as v.p. and chief information officer. He was technology programs manager at GE.

Commonwealth Edison Co. has formed a new nuclear division management team. Thomas J. Maiman, senior v.p., is the top executive. He moves from the company's fossil division. Michael J. Wallace, another senior v.p., will market the utility on strategic nuclear business issues.

Flexible Pricing and PBR: Making Rate Discounts Fair for Core Customers

With competition looming, electric utilities increasingly resort to price discounts, both to retain customers and to alleviate some of the pressure to introduce retail competition. Performance-based ratemaking (PBR), which allows utilities greater flexibility in offering price discounts, is emerging as an integral component of many restructuring proposals.

However, flexible pricing can create inequity among ratepayers.

At the end of May, Consumers Power Co. issued a press release that caught my eye. In four short paragraphs, the company said it had filed an application with the state public service commission (PSC) seeking approval of a private power-supply contract with James River Corp. Consumers Power ranks James River as its 23rd largest industrial electric customer.

adversaries. If he were a boxer, his name might be Alan "The Right" Richardson.

The executive director of the American Public Power Association (APPA) always toes the canvas, swinging for equity for his 1,750 members, shadowing its "heavyweight" adversaries, investor-owned electric utilities (IOUs).

Michigan Sidesteps Wheeling Injury

The Michigan Public Service Commission (PSC), facing questions on how fast it will move on retail wheeling and direct access, has suspended scheduled hearings on a request by MasoTech Forming Technologies, Inc. to set up a "cost-based, fair, and competitive" electric transportation rate.

MasoTech, a customer of Detroit Edison Co., had asked the PSC how and when it intended to implement recommendations concerning direct access offered by the Michigan Jobs Commission and transmitted to the PSC earlier this year by Gov. John Engler.

Midwest ISO Would Link ECA, MAIN

Six midwestern utilities have agreed to establish an independent system operator (ISO) to ensure nondiscriminatory open access to their combined bulk-power transmission systems.

Plans for the "Midwest ISO" should be filed at the Federal Energy Regulatory Commission (FERC) late in 1996. Members include American Electric Power Co. (AEP), Centerior Energy Corp., CINergy Corp., Detroit Edison Co., Northern Indiana Public Service Co., and Wisconsin Electric Power Co.

despite local protectionism.

As pressures build steadily toward deregulation and increased competition between electric power generators, Western low-sulfur coal is emerging as the most economical fuel option for an increasing number of companies. The low cost of delivered fuel and avoidance of capital outlays offer attractive savings.

William T. O'Connor, Jr. has been hired as nuclear assessment manager at Detroit Edison's Fermi 2 nuclear power plant. He comes from Toledo Edison's Davis-Besse nuclear plant, where he was regulatory affairs manager.

Daniel Bollom, WPS Resources Corp. CEO, has been promoted to chairman of the board. Larry Weyers, senior v.p.-power supply and engineering, was promoted to president and COO of both WPSR and Wisconsin Public Service Corp., one of WPSR's holdings.

FERC's Mega-NOPR: The IOUs Respond

It comes as no surprise that regulated investor-owned utilities (IOUs) hold divergent views on the restructuring of the electric industry. Size, generation cost, transmission access, customer loyalty, and the friendliness of state regulators all factor into their individual visions of restructuring.
