The search for cheaper electricity is in full swing, from the East Coast to the West.

Orange and Rockland Utilities, Inc. of Pearl River, NY, proposes that 1,500 residential customers, along with industrial and commercial businesses, be allowed to pick their electric power supplier. The proposal, called "PowerPick," has been endorsed by New York Public Service Commission staff, the Industrial Energy Users Association, and the state Consumer Protection Board.

Columbia Energy Services has hired Greg Davis at its Pittsburgh office. He previously worked for the Natural Gas Clearinghouse and Exxon Corp.

Mergers: Driven by Dividends?

The movement to introduce competition in the electricity industry comes at a time when many utilities are already ailing or underperforming. In fact, since 1990, half of U.S. investor-owned utilities (IOUs) have failed to consistently grow their dividends, or have cut or eliminated them altogether. According to a new study by Resource Data International, U.S. Electric Utility Industry Merger and Acquisitions, 1996, the current trend toward mergers and acquisitions is fueled by a desire to improve shareholder returns.

After Stranding Recovery, What?

Intense though it has been, the debate over stranded electric investment has addressed only half of the issue. What the utilities will do with the money is as important as whether they should recover anything at all.

Retail competition will accelerate the decline of utility-owned generation; utilities will rely less on their own production and more on purchased power to serve their remaining customers.

Rate Unbundling: Are We There Yet? A Reality Check

In an article entitled "Rate Unbundling: Are We There Yet?" (PUBLIC UTILITIES FORTNIGHTLY, Feb. 15, 1996, p. 30), authors Susan Stratton Morse, Meg Meal, and Melissa Lavinson urge regulators to unbundle the cost of capital to recognize that the business risk of electric generation exceeds that of transmission and distribution (T&D).

It also has a new subsidiary, Edison Source, which specializes in solutions for energy efficiency, the environment, and energy marketing. Edison International now has five subsidiaries; its flagship, Southern California Edison, is the nation's second-largest IOU.
