In your recent article about New York's "demand curve" ("New York Throws a Curve," May 15), opponents dismiss the role of installed capacity in restructured electric markets. Instead, they suggest a complete reliance on revenues from the energy market to recover all fixed costs. Yet, as your article notes, an energy-only approach might require price spikes of up to $30,000/MWh to cover the fixed costs of "peaking" units that seldom run but are needed for reliability.

PJM introduced the "pathway concept" as a way to work around that state while the jurisdictional issues are being fought at FERC. (May 16 was the deadline for filings at FERC on whether the integration can proceed.)

Will dividends become the sole focus for investor valuations of utilities?
With last month's favorable Senate vote to repeal the tax on dividends from 2004-2006 and reduce it 50 percent this year, and the high-profile conference committee meetings between the House and the Senate at press time, many are asking if investors are, or should be, beginning to evaluate utility companies solely on the basis of the dividend.
