Labor Day found me trudging around in one of those "big box" discount stores, looking for a sale on a new refrigerator. Out West, California lawmakers spent the holiday putting together their own discount plan (em this one promising rate cuts for the state's residential electric consumers, funded by "rate reduction bonds" backed by a state-owned bank for economic development.

Either way you cut it, the holiday proved worthy of its name.

On January 1, 1998, California will "deregulate" the state's electric utilities. The Western Power Exchange (WEPEX) and the independent system operator (ISO) will start up, creating an open market for wholesale power.

The Search for Consumer Content in Energy Marketing and Retailing

The battle to control profit margin really boils down to a battle for the customer premises, where the serious money resides.The gas and electric industries in the United States control about $900 billion in assets (production, logistical, merchant). They employ these assets to serve about 150 million customers (counted separately for gas and electric), but they manage to offer only two rudimentary products (em molecules and electrons (em and at only two levels of service: firm (supposedly) and interruptible (obviously).

California Affirms PBR Plan

The California Public Utilities Commission (CPUC) has rejected claims that an experimental performance-based rate plan for San Diego Gas and Electric Co., a combined electric and natural gas utility, was yielding "perverse results" and should be modified in keeping with the PUC's purposes in establishing the experiment. According to the Utility Consumers' Action Network, the utility had earned a profit that exceeded its authorized return by 114 basis points while the plan was in effect.

to upgrade the network.The Telecommunications Act of 1996 (Act) compels local exchange carriers (LECs) to sell telephone service to competitors (em who would then resell to the public at retail. Instead of constructing their own local distribution networks, competitors would buy local telephone service from the existing carrier at discounted rates.

LECs Agree on Resale and Interconnection

The Florida Public Service Commission (PSC) has approved rates and conditions for interconnection between BellSouth Telecommunications, Inc., a local exchange carrier (LEC), and two new competitive providers of local exchange services, Metropolitan Fiber Systems of Florida, Inc. (MFS) and MCI Metro Access Transmission Services, Inc. (MCI). By a separate order, the PSC has adopted provisions for resale of BellSouth services by competing local service providers, including the unbundling of local service components.
