Do mergers and "critical mass" really make a difference? The answer, it seems, is yes.

To become more competitive, U.S. electric utilities have embarked on a quest in recent years to improve operational efficiency and factor productivity. The question is: Are utilities making progress? And, which companies have gained a competitive edge? Which have not?

Industry analysts have long argued that given the structure of the markets they serve and their cost-based, rate-setting procedures, electric utilities tend toward monopolistic behavior.

The Federal Energy Regulatory Commission recently gave final approval to a two-year experiment to track electricity as it travels over transmission lines (Docket No. ER97-697-000).

The experimental program, approved March 25, finalizes work proposed by a group of seven companies working independently on the General Agreement on Parallel Paths (GAPP). Other GAPP members had chosen to disband the formal GAPP committee in 1995.

The program calls for information on transmission paths to be made available electronically to all participants.

The Ohio Public Utilities Commission has approved a rate plan for Toledo Edison Co. and Cleveland Electric Illuminating, under which the two electric utilities will freeze both base rates and fuel charges and agree to reduce their present investment in generating station and related assets.

The plan will take effect only if Centerior Energy Corp., the holding company for both utilities, is successful in its proposed merger with Ohio Edison Co. (The approved plan is similar in many ways to one the commission had authorized for Ohio Edison in 1995 (em see Case No.

n Order 888, the Federal Energy Regulatory Commission suggested 11 principles for forming an independent system operator, or ISO. In its third principle, the FERC offered this guidance on transmission pricing:

An ISO should provide open access to the transmission system and all services under its control at non-pancaked rates pursuant to a single, unbundled, grid-wide tariff that applies to all eligible users in a non-discriminatory manner.

Natural Gas Briefs

Gas Rate Indexing. Alabama continues its a rate stabilization and equalization (RSE) procedure for Alabama Gas Corp. (rates adjusted quarterly to conform return on equity to a preset range). Commission says RSE plan has helped company address recent gas market changes such as supply diversification, system bypass, and competition. Docket No. 25600, Oct. 7, 1996 (Ala.P.S.C.).

Peter R. Thomas was hired from Sprint as v.p. of American Electric Power's new communications subsidiary, AEP Communications, Inc.

Central Illinois Light Co. hired Todd Severson as human resources v.p. He comes from Remco, a subsidiary of Thorn Americas.

Scott A. Neitzel, a member of the Wisconsin Public Service Commission since January 1992, has resigned. Neitzel chaired the PSC's electric utility industry restructuring committee.

Ohio Edison Co.'s board of directors elected chairman and CEO Willard R. Holland as its chairman.

The Ohio Public Utilities Commission (PUC) has authorized Ohio Edison Co. to begin a real-time pricing (RTP) experiment that will test customer response to hourly price signals. The program allows customers to shift usage to a lower-price period or to add usage during lower-price periods.

Participation is limited to large usage customer classes. The program rate is designed so that if a customer's actual and historical usage patterns match, the bill will be the same as if the customer was not on the RTP program. Re Ohio Edison Co., Case No. 96-436-EL-ATA, Aug.

Ohio Edison Company and Centerior Energy Corp. announced an agreement September 17 on a tax-free, stock-for-stock merger to form a new holding company, FirstEnergy Corp., worth about $4.8 billion, based on stock prices that closed several days earlier.

The news came a month after two other merger deals were announced in mid-August: 1) Atlantic Energy, Inc. and Delmarva Power & Light Co. ($2.2 billion), and 2) Houston Industries Inc. and NorAm Energy Corp. ($3.8 billion). NorAm is the nation's third-largest U.S. natural gas utility.

Vera B. Claussen has been elected the first female president in the American Public Power Association's 56-year history. Claussen is commissioner of Public Utility District Number Two of Grant County in Euphrata, WA. Other new APPA officers include president-elect Thaine J. Michie, g.m., Platte River Power Authority, Fort Collins, CO; and vice president Walter R. McGrath, g.m., Braintree, MA, Electric Light Department.

The United States Energy Association has three new officers: P.J.

Virginia Power, Allegheny Power, Centerior Energy, and Ohio Edison have agreed to jointly manage their interconnected transmission systems. The alliance will schedule and coordinate bulk-power transactions, determine reimbursement for wholesale use of utility transmission facilities, resolve member disputes, and handle transmission system accounting. However, each member will retain ownership of its facilities. The alliance will follow the General Agreement on Parallel Paths (GAPP), which includes procedures to coordinate the flow of wholesale power among utilities.
