AMRA's annual symposium addresses potential payoffs and lingering concerns about the technology.

The annual Automated Meter Reading Symposium, Sept. 26-29 in Reno, Nev., finds AMR a year further along in its evolution in terms of both implementation and ideas for application and usage.

But while a few electric utilities have embraced AMR and others will arrive at the symposium ready to make purchases, some uncertainty remains for others as to the what, when and how of the technology.

California's electric restructuring plan, launched on April 1, 1998, marks one of the most ambitious attempts in U.S. history to place the state in a social engineering role. Not only was the scale of the project daunting, with implementation cost estimates running as high as $1.2 billion, but the plan places California government in control of the most minute components of the electric system.

Meeting its Dec. 31 deadline, the Washington Utilities and Transportation Commission delivered to the state legislature its "Electricity System Study 6560", a joint effort with the state Department of Community, Trade and Economic Development (CTED) as required by Engrossed Substitute Senate Bill 6560, on retail electrical consumer protection.

EL PASO Energy Corp. named C. Dana Rice vice president and treasurer. Previously, Rice served as vice president of finance for Tennessee Gas Pipeline Co.

Duke Energy Power Services LLC named William F. Hall vice president and general manager of California operations. Previously, Hall was the regional manager for Duke Power's 2,700-megawatt Allen, Riverbend and Lincoln power plants in North Carolina.

Linda S. Lennox, who joined NUI Corp. in February 1997 as director of corporate communications and investor relations, was promoted to assistant vice president of the department.

ENTERGY Power Group named Charles J. Brown III group president of development. Previously, Brown was responsible for Entergy's European project development.

Shahid J. Malik was promoted from senior vice president and COO to president and CEO of Entergy Power Marketing Corp. Malik joined the company in February 1997.

Ameren Energy, Ameren Corp.'s new independent energy marketing and trading affiliate, named Shannon B. Burchett president. Burchett previously served as senior vice president of marketing with Duke/Louis Dreyfus.

Edison International elected former U.S. Secretary of State Warren Christopher to its board and its utility company's board, Southern California Edison. Christopher was elected chair of the executive committees of both boards. Howard P. Allen retired as chair and CEO.

John T. Coughlin, former Wisconsin Public Service commissioner, was elected chair of the PJM Interconnection L.L.C.

Former U.S. Department of State Legal Adviser Conrad K. Harper was elected to the board of both Public Service Enterprise Group Inc., and Public Service Electric and Gas Co.

Washington State Approves Puget Energy Merger

The Washington Utilities and Transportation Commission has authorized the merger of Puget Sound Power & Light Co. and Washington Natural Gas Co.

The merged company will be renamed Puget Sound Energy, to operate as a combined electric and gas utility headquartered in Bellevue, Wash.

Under the settlement agreement, general rates for natural gas will remain unchanged until Jan. 1, 1999. Electric rates will be lowered between 1.9 percent and 6.3 percent, depending on customer class.

The Tennessee Valley Authority (TVA) plans to take its first-ever private company partner to convert the Bellefonte Nuclear Plant. The two-unit plant, near Hollywood, AL, will likely be finished as a gas-fired facility. The decision not to complete the units as nuclear plants ended a 28-year policy of nuclear construction at TVA.

South Carolina Electric & Gas Co. began operating its $411-million, 385-Mw Orangeburg County plant January 15.
