Stranded Utilities: How Demographics, Not Management, Caused High Costs and Rates

stranded costs defies

economic analysis.

There are sound economic reasons why policymakers should allow electric utilities to recover stranded costs through a competitively neutral network access charge, or some similar fee. First, differences in the quality of utility management appear to have contributed little to differences in electricity rates among states.

Congressmen Working To Eliminate Federal Payments to TVA By Restructuring

Responding to a call by Tennessee Valley Authority's Chairman Craven Crowell to eliminate the $106-million, annual appropriation provided to it, Representatives Bob Franks (R-NJ.) and Marty Meehan (D-Mass.) on Feb. 5 introduced a bill to end that federal payment.

The congressmen, who also co-chair of the Northeast-Midwest Congressional Coalition, distributed a study outlining the $1.2 billion in annual indirect taxpayer subsidies provided to TVA.

So should electricity, says New York state Judge Joseph Harris, of Albany, who ruled last fall that state regulators could force open New York's electric industry, but warned against hidden favoritism:

"Prometheus," wrote Harris, "in breaking the monopoly of the gods and by giving electrical energy to mankind ... [should] not be demeaned by a mere transfer of that monopoly to the lords of industry.

I was amused by your "Headlines" item on the Reason Foundation's study calling for privatization of TVA and the power marketing administrations due to government subsidization and poor management (May 15, 1996, p. 16). If those were the two overriding issues, one could argue in favor of swapping segments and doing something different with the segment that costs the government the most.

The Tennessee Valley Authority (TVA) plans to take its first-ever private company partner to convert the Bellefonte Nuclear Plant. The two-unit plant, near Hollywood, AL, will likely be finished as a gas-fired facility. The decision not to complete the units as nuclear plants ended a 28-year policy of nuclear construction at TVA.

South Carolina Electric & Gas Co. began operating its $411-million, 385-Mw Orangeburg County plant January 15.

Watts Bar Goes on Line

The Nuclear Regulatory Commission (NRC) has authorized the Tennessee Valley Authority (TVA) to load fuel and perform low-power testing of the Watts Bar nuclear plant. The low-power license will allow the 1,160-megawatt Unit 1 to operate at 5 percent of capacity. The license verifies that Watts Bar construction is complete, and that all safety and environmental requirements have been met. A license to operate at full power may be granted once the fuel loading and low-power testing is complete. Commercial operation is anticipated for spring 1996.
