The Gas-Power Vision: Five Obstacles

Regulatory and rate proceedings at FERC can be time consuming and expensive, but this hurdle can be overcome.

For the natural gas infrastructure and the available pipeline system capacity to be utilized as a foundation for the reduction in power transmission congestion, there are certain issues that need to be addressed.

Splitting the Difference on Coal Ash

Industry wins exemption for ‘beneficial use’ but faces tighter rules on impoundments and landfills.

The EPA only has limited authority to implement and enforce a Subtitle D nonhazardous waste rule, like the coal combustion residuals rule. As a result, EPA had to promulgate the standards as “minimum federal criteria” that states are encouraged to adopt as part of their Subtitle D programs (but EPA cannot actually require states to adopt or implement these requirements.) Nonetheless, the new minimum criteria do indeed serve as legal standards that an owner or operator of a coal combustion residuals disposal unit must meet.

Making Peace With Solar

Electric executives open up on what they’re planning next.

Electric power executives open up about their solar investments. What motivates them? What are they planning next?

Life in the Transco Age

The competitive transmission genie is out of the bottle.

FERC Orders 890 and 1000 have opened the doors to independent transcos, heralding an era of innovation to solve reliability and capacity problems.

Five Years Later

Wall Street is back in business. What’s next for utility finance?

When Lehman Brothers went bankrupt in September 2008, it marked the beginning of a financial crisis. By most accounts, the utility industry has been a picture of stability through tumultuous times. The view from Wall Street remains bullish – despite some reasons for concern.

Economy of Small

How DG and microgrids change the game for utilities.

Energy microgrids have emerged as more than just a curiosity. The technology is improving, costs are falling, and developers are lining up to build projects. How will microgrids overcome the substantial challenges that stand in their way?

Build to Order

Engineers and constructors adapt to serve an industry in transition.

From gas pipelines to PV arrays, the nation’s contractors are seeing growth in utility infrastructure. Fortnightly talks with executives at engineering and construction firms to learn what kinds of projects are moving forward, where they’re located, and what lies over the horizon.

No Going Back

Free markets are not a fad.

Half-hearted deregulation hobbles the forces of supply and demand before they can get out of the gate.

The Old Drawing Board

Portfolio planning in the age of gas.

PUCs are concerned that a rapid shutdown of coal-fired plants will start a full-tilt dash to gas—similar to the one that caused bankruptcies among independent power producers in the late 1990s and early 2000s. But this time around, ratepayers and not IPP investors will be stuck with the risk, if utilities rush to add all that new gas-fired capacity to rate base.
