"obvious relationship" between prolonged lower-level radio frequency (RF) radiation exposure and increased disease in humans, according to the California Public Utilities Commission (CPUC). The CPUC's investigation into electromagnetic fields (EMF) and RF radiation at cellular radio telephone facilities found cellular power densities consistently below current industry exposure standards. (The CPUC did not investigate cellular handsets, citing preemptory statements by the Federal Communications Commission concerning mobile customer-premises equipment.) As a result, the CPUC refused to adopt official exposure standards pending consensus from the scientific community. The CPUC also rejected proposed interim mitigation standards for cellular facilities similar to those approved for EMF associated with electric facilities, deciding instead to require cellular utilities to address public concerns during siting and construction review.
