Jay L. Witkin replaces Jerome Feit, who retired, as the Federal Energy Regulatory Commission's solicitor. Also at the FERC, Judith Ann Dowd will serve as an administrative law judge. Dowd joins the FERC from the National Labor Relations Board.

PacifiCorp hired John Carr as assistant v.p., global industrial sales. Carr joins PacifiCorp from Direct Services Industries, where he served as an executive director.

Melissa L. Reese was hired by CMS Marketing, Services and Trading as a natural gas trader. CMS Marketing is the energy marketing unit for CMS Energy Corp.

Electric Power Supply Association elected Carol E. Murphy to its board. Murphy, executive director for the Independent Power Producers, New York Inc., will represent state IPP groups.

Michael Baly III resigned as president of the American Gas Association. Baly joined A.G.A. in 1977 and served as president since 1990. Roger Cooper, A.G.A. senior v.p., is acting president.

Atmos Energy Corp. hired Larry J. Dagley, former Pacific Enterprise senior v.p., as its executive v.p. and CFO.

Harry J. Pearce, General Motors Corp.'s vice chairman, was elected to the MDU Resources Group Inc. board of directors. Pearce is a member of several other boards and business organizations and is a trustee of Howard University.

Gas Transmission Corp., one of three new companies formed when Oglethorpe Power Corp. divided its generation, transmission and operations functions, hired Julian Brix, as COO. Brix joins GTC from Cooperative Power where he served as GM. Ron Larson, assistant CP general manager, will be acting GM.
