NATIONAL ASSOCIATION OF Regulatory Utility Commissioners (NARUC) President Jolynn Barry Butler appointed Maureen O. Helmer, chairman of the New York Public Service Commission, to serve on the NARUC Committee on Electricity. As a member of the committee, Helmer will work with other state commissioners to develop policy positions.

Steven M. Nagy joined Detroit Edison as manager, supply chain and procurement. Nagy comes to Detroit Edison from Huntsville Electronics, the electronics division of Chrysler Corp., where he served as the division's manufacturing operations manager.

Ballard Power Systems Inc. appointed Layle K. "Kip" Smith as COO. Smith comes to Ballard from Dow Chemical Co. where he was business vice president for the Specialty Chemicals Division.

FERC Chairman James J. Hoecker named Daniel L. Larcamp to his personal staff as senior counsel and policy adviser on electric power issues. Larcamp, a 13-year FERC veteran, has been assistant general counsel for electric rates and corporate regulation since 1989.

ComEd named Celia Y. David divestiture project vice president to oversee the sale of the utility's coal-fired plants. David joined ComEd three years ago as associate general counsel for corporate matters and became procurement vice president last April.

The Coastal Corp. elected Gary C. Charette as vice president/marketing of its ANR Pipeline Co. subsidiary. Before joining ANR in 1995, Charette was director, gas supply, for Wisconsin Natural Gas Co.
