Helmer, chairman of the New York Public Service Commission, to serve on the NARUC Committee on Electricity. As a member of the committee, Helmer will work with other state commissioners to develop policy positions.

Steven M. Nagy joined Detroit Edison as manager, supply chain and procurement. Nagy comes to Detroit Edison from Huntsville Electronics, the electronics division of Chrysler Corp., where he served as the division's manufacturing operations manager.

Many of today's most vociferous critics of stranded cost recovery were once among the most ardent supporters of the nuclear plants they now disavow.

Back in the '70s, when electric utilities and regulators laid out their long-term plans, nuclear power played a leading role, and American industry largely concurred. Now, however, 20 years later, the business sector sings a new tune. "I told you so," the refrain goes.

There are sound economic reasons why policymakers should allow electric utilities to recover stranded costs through a competitively neutral network access charge, or some similar fee. First, differences in the quality of utility management appear to have contributed little to differences in electricity rates among states.

Michigan Affirms Electric Discount Rates

The Michigan Public Service Commission (PSC) has reaffirmed its earlier approval of special manufacturing contracts submitted by Detroit Edison Co. to supply power to Chrysler Corp., Ford Motor Co., and General Motors Corp. Opponents had argued that the PSC erred by approving the price discounts while deferring consideration of their rate treatment as well as their effect on existing competitive programs.
