STRANDED COST RECOVERY. The Pennsylvania Public Utility Commission allowed Pennsylvania Power & Light Co. to recover $2.9 billion of a requested $4.5 billion in stranded costs, cutting a higher $4-billion allowance proposed earlier by an administrative law judge. The utility petitioned for reconsideration on June 26, after CEO William F. Hecht had called the decision "unacceptable," and noting that the PUC's written order, received June 15, appeared "even more injurious" to the company that the PUC's June 4 bench order.

Inventing a Business in Wires & Pipes

IF COMPETITIVE ELECTRIC MARKETS PROMISE LEAN MARGINS and slim savings on commodity sales, then perhaps transmission and distribution companies could play a larger role in selling end-user services.

Yet low-risk T&D companies, building on their reputations as reliable providers, may need to grow to acquire the "critical mass" needed to make money selling services over delivery systems.

One of the few, if not only, businesses publicly betting on this strategy is the $4.1-billion GPU Inc. of Morristown, N.J. - and GPU means business.

ELECTRIC RETAIL PRICES. The Energy Information Administration has released a new report finding that the average retail price of electricity has declined for the third year in a row and remained stable for the first nine months of 1997. According to Electric Sales and Revenue 1996, average residential electric prices declined slightly in 1996, the first drop for that consumer class since the EIA began collecting data in 1984.

ENTERGY Power Group named Charles J. Brown III group president of development. Previously, Brown was responsible for Entergy's European project development.

Shahid J. Malik was promoted from senior vice president and COO to president and CEO of Entergy Power Marketing Corp. Malik joined the company in February 1997.

Ameren Energy, Ameren Corp.'s new independent energy marketing and trading affiliate, named Shannon B. Burchett president. Burchett previously served as senior vice president of marketing with Duke/Louis Dreyfus.

Idaho Supports DSM: Florida Retreats

The Idaho Public Utilities Commission has rejected a request by Intermountain Gas Co. to cut demand-side management and conservation requirements from its integrated resource planning guidelines, despite company claims that reforms were needed to align the planning process with current business practices.

Meanwhile, the Florida Public Service Commission has authorized Florida Power and Light Co. to terminate an existing research and development program for a new gas-driven technology.

Real-Time Pricing-Restructuring's Big Bang

The electric industry hasn't seen so much upheaval since Thomas Edison threw the switch at the Pearl Street Station. Full retail access to competitive markets in generation and supply will challenge traditional ways of doing business.
